Your bill of rights

  • Each client has the right to feel safe. No violence, theft, profanity, or verbal abuse will not be tolerated.
  • Each client has a right to impartial access to services provided by the Manna Soup Kitchen, regardless of race, religion, sex, sexual preference, marital status, veteran status, ethnicity, age or handicap. The personal dignity of each client is recognized and respected in all care or treatment provided.
  • Each client has the right to accept or refuse all or part of services.
  • Each client has the right to be informed of the nature and purpose of any services rendered.
  • The client has the right to request a referral for services, not otherwise provided by the Manna Soup Kitchen, on Tuesdays and Thursdays between the hours of 8:15 am and 11:00 am and on Wednesdays between the hours of 4:30 pm and 5:30 pm, by authorized personnel or appropriate representatives of said services.
  • Each Client has the right to bring a service animal into the building, provided they have the legal paperwork for the animal, and the animal proves to be well behaved and non-disruptive, and remains under direct control of the owner at all times.
  • Services provided by Manna Soup Kitchen are a privilege and not a right. If services are not respected, the staff of Manna Soup Kitchen has the authority to limit these services as they deem appropriate.  Each Client has the right to leave the premises if he or she is unhappy with the policies of Manna Soup Kitchen or the services that are provided.
  • Each client has the right to a clean community. Littering, destruction of property will not be tolerated.

City Ordinances

  • Alcoholic Beverages: It shall be unlawful for any person in the city to carry or have any open containers of, or drink malt, vinous or spirituous liquors or fermented malt beverages on any street, sidewalk, alley, parking lot, or other public place in the city.
  • Smoking: Smoking is not allowed in any of the following public areas (parks, bus stops, playgrounds, recreational facilities, Animas River Trail/adjacent greenway).

  • Litter/Refuse: It shall be unlawful for any person to dispose of litter in a park or other area of public property unless such litter is disposed in receptacles provided for such purpose.
  • Penalties: Any person who violates the relevant City Ordinances can be fined up to $1,000 or 90 days in jail.

County Ordinances for County Owned Properties

  • Camping: It shall be unlawful for any person to set up a campsite, which includes but is not limited to, setting up of a tent, hut, lean-to, camper, vehicle, bedding, cot, bed or other sleeping material for the purpose of staying overnight upon County property.
  • Litter/Refuse: It shall be unlawful for any person to deposit, throw, or leave litter on any county property unless in a designated receptacle.
  • No Fires: It shall be unlawful for any person to ignite or cause ignition of either an open or enclosed fire on any county property.
  • Penalties: Any person who violates the relevant County Ordinances can be fined up to $750 and/or 180 days in jail.

Panhandling

Durango is a caring community and there are many services that provide support to people in need. The community at large discourages panhandling, and aggressive panhandling in any public place is prohibited.

As a community, we encourage people who wish to help to make charitable contributions to the nonprofits that are working hard to create community solutions.
